PA online lottery registration process

Slot

Pennsylvania online lottery players must be at least 18 years old and located in the state in order to play. Customers must submit to age and identity verification and be geolocated within Pennsylvania’s borders when purchasing tickets or playing instant win games.

The information required to establish an iLottery account includes:

  • Legal name
  • Date of birth
  • Social Security number
  • Home address
  • Telephone number
  • E-mail address

PA Lottery responsible gaming policies

Several responsible gaming policies are also baked into the temporary regulations, including self-exclusion and the capability for players to set deposit, wagering, and time limits.

The regulations stipulated that self-exclusion requests can be made through the player’s account, with customers choosing to self-exclude able to choose from several self-exclusion periods. Players may not withdraw funds from their account during the period of self-exclusion.

Regulations also require the Lottery website to disclose the following to consumers:

  • The name of the iLottery game
  • The purchase price of a play for the iLottery game
  • The chances of winning the iLottery game and the prizes which can be won
  • iLottery game instructions
  • The existence of a finalist, grand prize, second chance or other offering, if applicable, and the procedure for the conduct of the same, if applicable
  • The existence of a bonus game, mini-game or a game within a game, if applicable, and the procedure for conduct of the same, if applicable
  • Other information necessary for the conduct of the iLottery game

PA Lottery Keno

For those unfamiliar, Keno is a popular electronic game in casinos around the country.

Players choose up to ten numbers from a grid of 80 squares, and a computer randomly draws 20 of its own. Payouts are based on the number of spots the player matches. Games run every four minutes, and the 65% return-on-investment roughly matches the lottery’s overall winning expectation.

Keno is available at hundreds of food, beverage and retail locations throughout the state.

The lottery is authorized to offer the game via its land-based and electronic platforms, and it’s extending those permissions to retailers. Keno requires the installation of a dedicated video monitor, which the lottery will personally hang inside the location. Once live, the owner receives a 5% commission on all money wagered on site.

PA Lottery virtual sports

Those Keno monitors now serve a dual purpose. The lottery has begun offering virtual sports betting, too. Some online casinos also offer the product in the US, but the PA lottery is the first state entity to do so.

Again, some explanation may be in order. Virtual sports are simulated sporting events “broadcast” by the operator. The quotes are there because these aren’t actual sports broadcasts; they’re just digital simulations. The outcomes are determined by what is essentially a random number generator.

Customers can now bet on virtual sports, including simulations of football games and races that run every few minutes alongside Keno. PA’s virtual games are called Xpress Sports. The vendor is Inspired Entertainment, which provides the product for a number of companies.

Money in dormant online lottery accounts is forfeit and transferred to the state after three years.

Claiming prizes

Most prizes will go directly to the player’s account, but prizes exceeding a certain amount must be collected in-person at an authorized lottery claim center.

Casino games are off limits

According to the regulations, the definition of an online lottery game, “does not include games that represent physical, Internet-based or monitor-based interactive lottery games which simulate casino-style lottery games, specifically including poker, roulette, slot machines and blackjack.”

PA online lottery games do not use casino themes or simulate the gameplay of casino games.

Relevant Legal Statutes on Gambling in Pennsylvania*

The minimum legal gambling age in Pennsylvania depends upon the gambling activity:

  • Land-Based Casinos: 21
  • Poker Rooms: 21
  • Bingo: 18
  • Lottery: 18
  • Pari-Mutuel Wagering: 18

In 2004, the Pennsylvania Race Horse Development and Gaming Act passed. This Act legalized slot machines at fourteen locations. Of these locations, gaming licenses have yet to be issued for a standalone casino and a pari-mutuel racetrack with slot machines.

Since July 2010, table games are in Pennsylvania casinos.

In October 2017, the state legislature legalized casino gambling at truck stops, airports, and online. This bill also authorized ten new satellite casinos with location restrictions.

  • Satellite casinos of existing casino operators must be within 25 miles of their existing Pennsylvania casino. Further, local municipalities may prohibit such a casino. These satellite casino licenses allow up to 750 slot machines and 50 table games.
  • Racetracks and standalone casinos can have up to 5,000 slot machines and 250 table games, while casino resorts can have up to 600 slot machines and 50 table games. Truck stops approved by their county may have up to 5 slot machines.

Casino operators may operate a gambling parlor at any of Pennsylvania’s international and regional airports, assuming successful agreements with the airport authority. None have yet opened, but expected in 2020.

To gamble within a casino resort, players must be a guest there. Put another way, the gaming floors within the casino resorts are not open to the public.

Tribal Casinos in Pennsylvania

Pennsylvania has no federally-recognized American Indian tribes. Therefore, Pennsylvania has no tribal casinos as allowed by the federal Indian Gaming Regulatory Act of 1989.

However, Pennsylvania is one of the few U.S. states with commercial casinos owned and operated by an American Indian tribe:

  1. Mohegan Sun Pocono is owned and operated by the Mohegan Indian Tribe of Connecticut through their Mohegan Gaming and Entertainment corporation.
  2. Wind Creek Bethlehem is owned and operated by the Poarch Band of Creek Indians through their Wind Creek Hospitality corporation.
